Meshes, terrain and vegetation on medium. I'm playing on mostly low settings, 1440x900, but textures on high. Oddly enough, this vanishes immediately when starting dialogue, but reappears afterwards. The "blocks" appear in uniform size and flicker when I move. Sometimes it's only visible from afar and fades when I get closer (but not on my screenshot). It happens on bigger planets then and now, but somehow there it fixes itself after looking somewhere else. This problem occurs mostly in small world spaces, namely the Tempest(!!!), Nexus and Aya. The attached screenshot tells more than a thousand words. I'm really enjoying the content so far (40 hours in) and can cope kinda well with bad animations and low performance, but the shadows are getting out of hand! I thought it'd be just a temporary thing, slow shadow rendering or whatever, but it is very persistent.
